He wasn't so much with the secret ID thing anymore and it was a common enough name.
And villainess or no, she seemed mostly harmless. As far as he could tell, the runaway Ferris Wheel seemed like some kind of accident from people crowding the thing rather than her overtly messing it up. And it wasn't most villains that'd offer a reprieve instead of going in for the kill.
So Rich did what a lot of cops didn't do and decided to to talk to her like a person.
