One way, perhaps, to catch him off guard was for a third party to enter the fray at unexpected speeds without seeming to care much about the bullets.
There's a sort of crackling sound from behind them right before a red-and-teal blur flashes past them and comes to a halt just shy of the horseman, letting off a spray of energy as it stops that, for a moment, causes the horseman's horse to stumble back, and the horsemn himself to pause and waver in a way that would probably mean he was shaking his head to clear it. If he... had a head.
Once stopped, the blur reveals itself to be a woman in her 20s with short red hair, an oversized leather jacket over a tattered ballgown, and a large teal... sword. Thing. It looks more like the inner circuitry of a USB drive than a sword, and it doesn't seem to have a sharpened edge, and it's almost as large as she is.
Red has no idea where she and the Transistor have ended up, but this seemed potentially deadly enough for the teenage girl and... whatever the green guy was... that she felt getting involved before getting her bearings was probably the right choice.
She jumps back as soon as she's come to a full stop, tactically retreating so she can actually figure out what's happening now that the initial gunspray was interrupted, and glances over at the kids behind the dumpster and jerks a head toward the horseman.
He's already on the verge of recovering, so they've only got moments to launch any sort of surprise attack.
